Retail queue rules
Referral and queueing run in parallel: both fill cells, and full cells meet the condition.

The two paths stack: referrals already made count as filled cells, the remainder is topped up by queue position, and cells already earned are never reset. A referral made during queueing moves the position at once, and time already queued carries over.
